It would be a great invention for the less honest:

Charge people to leave their bike there safely at some event
As it's not a fixed vault you just drive off with their bike and the money (cause a distraction if necessary)
Sell the bike and make more money!

I don't like to say it, but I have a sneaky suspicion there are more sinister uses to these type of buildings,
